I found a solution:
1. Go to the game’s installation directory folder
2. Open the “steam_emu.ini” file located at:
“Clair Obscur Expedition 33\Engine\Binaries\ThirdParty\Steamworks\Steamv157\Win64”
3. In the DLC section, you will find the following:
“3228520=Clair Obscur: Expedition 33 – Deluxe Edition Upgrade”
3.1 Replace with:
“3228520=Clair Obscur: Expedition 33 – Deluxe Edition Upgrade”
3.2 The only difference here is in “-” and the correct one should be “–”
4. Save the file and you’re done!

For anyone getting the “fatal error UE sandfall” on launch, go to Nvidia Control Panel > Manage 3D Settings > Scroll through Global Settings to Shade Cache Size > Switch this to 10 GB. That fixed it for me.
